WHILE WATER QUALITY IS A CONCERN IN EASTERN OKLAHOMA, WATER QUANTITY IS THE PROBLEM OUT WEST. MUCH OF THE STATE IS IN THE GRIP OF A DROUGHT OF HISTORIC PROPORTIONS.
