Oklahoma continues to send more women to prison than any other state. 63 percent of them suffer from substance abuse. Despite treatment in prison, many of the women get out, start using again and eventually end up back behind bars. A relatively new therapy is looking at addiction from a gender based perspective. It explores women's childhood traumas as the springboard to their cycle of drug and alcohol abuse.

Cutting the heating assistance lifeline is one more sign that the nation's safety net is coming unraveled, as lawmakers try to reduce the national debt. Last spring, the U.S. House budget committee unveiled a proposal to slash funding for food stamps by 127 billion dollars over the next ten years. Driving down Oklahoma’s Highway 9, you come to many communities where people are having increased difficulty just putting food on the table. Logan Layden, reporter for State Impact Oklahoma, has been looking into poverty in our state.

LIHEAP Cutbacks

Social workers have been getting an earful from Oklahomans, who have received help paying their utility bills over the last three years but can't get help now. Because of federal budget cuts, the program known as LIHEAP was trimmed, which means Oklahoma’s share of the funds was also reduced. That has forced a state agency to make some very hard choices about who gets help and who does not. The department of human services is expecting some additional funding from the federal government to expand the LIHEAP program this winter and summer. At this point DHS does not know how much more money they may receive which will impact how those funds are eventually made available for Oklahomans who need help with their utility bills.

Those words are meaningful today for the thousands of soldiers returning from active duty in Iraq and Afghanistan. The resiliency training program at the Ft. It's been 30 years since the first aids case was reported in the United States. Since that time, more than 8,000 Oklahomans have been diagnosed with HIV or AIDS. December is AIDS awareness month. State and national officials are encouraging those most at risk to take action to stop the spread of this deadly disease.

The widening income gap between the rich and poor has inspired a nationwide "occupy movement", to protest economic and social inequality. The protests have led to a handful of conflicts between protestors and government officials. Some of those conflicts are now moving to the courtroom, where members of the occupy movement argue their constitutional right to free speech and peaceable assembly is being abridged.

ONR Extra Health Care Law

A legislative panel exploring the impact of the federal health care law on Oklahoma is expected to recommend development of some type of health care exchange--but only to the minimum extent necessary to comply with the Affordable Health Care Act. The joint committee on federal health care law heard testimony this week on non-profit clinics and health exchanges, where residents could shop for and buy health insurance. The federal law requires states to have a health care exchange set up by 2014. Here is more of that testimony in this ONR Extra.

Weleetka Murders

More than three years have passed since two young girls were murdered while walking on a dirt road in rural Okfuskee County near Weleetka. Recently there has been growing publicity about the case including speculation on a possible suspect. For investigators, the key piece of evidence to allow charges to be filed, involves a gun they believe is the murder weapon. But they have no idea where it is.
