President Obama has the final say over whether the 1,700 mile keystone pipeline will be finished. To make that decision he has years of environmental impact studies and public hearings to review. The pipeline would funnel crude from the oil sands of Canada to refineries in Texas. The final decision comes down to a choice between creating new jobs and protecting the environment.
