The legislative session will begin on February 6th, but lawmakers are already working at the state capitol. The sunset review process requires state agencies, boards and commissions to appear before a committee of legislators to justify their continued existence. If the committee votes to shut down a state agency, board or commission, the entity involved has one year to settle is affairs and close down operations.

Broken Arrow Casino

Opponents of a new Indian casino under construction in Broken Arrow say the project could set state and national precedents for where Indian casinos can be located. That's because the tribe building the casino doesn't own the land where the casino sits, it is leasing the land. The project is now getting close scrutiny from local, state and federal officials. At the National Congress of American Indians this week, Assistant Interior Secretary for Indian Affairs, Larry Echo Hawk, said his agency may have a future "decision point" on the red clay casino. But for now, he urged patience to allow the national Indian gaming commission to move forward with its process to determine if the site is eligible for gaming. He said his agency's future involvement with the issue will depend on the NIGC’s decision.

Bill Filing Deadline

Thursday was the deadline for lawmakers to file bills for the upcoming legislative session. 972 bills and 45 joint resolutions were filed in the senate. Members of the House of Representatives filed new 962 bills and 26 joint resolutions. Several hundred bills and resolutions are carried over from last year. We spoke with onr contributor Erin Boeckman of E-Capitol about the bills filed for the legislative session that begins on February 6th.

New Voting Machines

While Oklahoma lawmakers have declined federal funds to implement provisions of the new national health care law, they've had no reservations about another use of federal money. Congress approved the "help America vote" act in 2002--awarding Oklahoma about 26 million dollars to upgrade its voting system. As a result, Oklahoma voters will be casting ballots in future elections with new technology, paid for by the U.S. government.

The Obama administration recently announced plans to cut U.S. defense spending by almost half a trillion dollars over the next ten years as part of a strategy to reduce the size of the federal budget and re-position the military. That amount could double if automatic cuts triggered by the failure of the deficit-reduction super-committee to reach an agreement go into effect. We spoke with Oklahoma U.S. Senator Tom Coburn to get his reaction to the proposed cuts.

The State Senate's task force on comprehensive tax reform has held its last meeting and is now about the business of writing up recommendations for the legislature on how the states tax code should be rewritten, if at all. The final hearing included testimony from a C.P.A. and an attorney on several issues including elimination of the state income tax and beginning collection of sales tax on internet sales. In this ONR Extra, task force chairman Sen. Mike Mazzei began the meeting with a reminder of the task force's intent.

ONR Extra Health Care Law

A legislative panel exploring the impact of the federal health care law on Oklahoma is expected to recommend development of some type of health care exchange--but only to the minimum extent necessary to comply with the Affordable Health Care Act. The joint committee on federal health care law heard testimony this week on non-profit clinics and health exchanges, where residents could shop for and buy health insurance. The federal law requires states to have a health care exchange set up by 2014. Here is more of that testimony in this ONR Extra.
