The doors to the Oklahoma House of Representatives were closed, and no one was allowed to leave, as the Sergeant-at-Arms was ordered to roundup missing Republican lawmakers. The move came when supporters of House Bill 2139 could not muster enough votes to pass the emergency clause that would put the measure in effect immediately after the Governor signs it.
