Oklahoma doesn't just have a high incarceration rate--the number of elderly incarcerated on the rise. 1980 saw roughly 85 inmates over the age of 50 in Oklahoma. In 2011, that number had skyrocketed to nearly 4,000, and that number is only expected to rise. That's leaving prisons across the state scrambling to deal with it's aging inmates.

The motto for the Oklahoma Department of Human Services is "stronger families build stronger lives". But some families are so broken, they can't be made stronger and it is the children who suffer. A 2008 lawsuit against DHS claimed the state agency was often only making children suffer more abuse at the hands of foster parents and case workers who were supposed to watch over them. A trial examining those allegations has been averted, with DHS agreeing to a settlement that requires the agency to develop a plan to better serve Oklahoma’s most vulnerable citizens.

Thousands of low income elderly and disabled Oklahomans have conditions that qualify them for nursing home care at state expense. Yet, a survey by AARP found 90% of older Oklahomans would rather get care at home. That's what the Department of Human Services "Advantage Program" is designed to do. It lets medicaid-eligible patients choose at-home care, which is saving the state hundreds of millions of dollars each year.
