EPA Haze Rules (8:18)

Oklahoma has gone to court to block the Environmental Protection Agency from forcing the state to follow a plan the federal agency says will reduce haze over the Wichita mountains wildlife refuge. It’s a legal fight that has the attention of other states and members of congress because of its possible impact on the issue of states rights, better known these days as federalism. So far this year in Oklahoma there have been 30 air quality health advisories for excessive ozone. For both 2009 and 2010, only 14 such warnings were issued. The ongoing heat wave is a factor in helping to trap ozone in the atmosphere.

Laws designed to let police and the public know where convicted sex offenders live after leaving prison are about to get fresh scrutiny at the State Capitol. The laws restrict where sex offenders can live and determine how long they must register after serving their sentence. Some in law enforcement say the laws have no teeth because sex offenders who fail to register seldom face stiff penalties. While others claim the laws encourage sex offenders to avoid registering just so they can find a place to live after leaving prison.

The last three years have been hard on state government with ongoing budget cuts as tax revenues dwindled to levels not seen in almost a decade. But when you add up all the numbers, the budget for state government is much larger than you would expect. Half of it comes from the federal government and then there's that little-discussed matter of the increasing state debt. To get an economists view of the state budget process and the amount of debt state government has, Dick Pryor talked with Professor Joe Johnson, from the University of Central Oklahoma's College of Business Administration.

Young men of all sizes, shapes and physical condition are preparing for the one sure thing that says it is fall in Oklahoma. It's football season. However, the summer heat is still bearing down on those practice fields and the players, raising concerns about their health. Heat has claimed the lives of young Oklahoma football players before, one last year, and this year coaches and their assistants are very aware of the danger the lingering summer heat poses to their teams. Dan Newman is the head athletic trainer at Union High School in Tulsa, and President of the Oklahoma Athletic Trainers Association. Dick Pryor spoke with him about the risks of heat illness and concussion faced by high school athletes.
